Most application deposits paid to the city of Signal Hill include the process of mailing a notice to all property owners. "**Deposit Fees For Services. Deposit will be used to pay for the actual costs of planning review including: obtaining mailing labels for public notices, postage for mailing notices, public notice publication in local newspaper, landscape
consultant plan check, traffic or environmental engineer consultant, City Attorney legal services beyond typical public hearings and report review, and other actual out-of-pocket consulting fees incurred by the City.

Public Notice. Prior to a SWF application being deemed
complete, applicants shall submit proof of mailing of public notice
to all owners and occupants of real property, including the
resident manager for any multi-family dwelling unit development,
within 300 feet of the proposed SWF. The notice must contain:
(i) a general project description and dimensioned, full color photo
simulations; (ii) the applicant's identification and contact
information as provided on the application submitted to the City;
(iii) contact information for the approval authority; (iv) a statement
that the approval authority will act on the application without a
public hearing but will accept written public comments that
evaluate the application for compliance with the standards in this
Policy; (v) a statement that the FCC requires the City to act on
SWF permit applications, which includes any administrative
appeals, in 60 days for attachments to existing structures and 90
days for new structures, unless the applicant voluntarily agrees
to toll the timeframe for review; and (vi) a deadline for submission
of written public comments to the approval authority, which
deadline shall not be less than 30 days after mailing of said

300′ Radius Map:
Applicants for Small Wireless Facility (SWF) permits must provide a map showing all real properties and multi-family residences within 300 feet of the proposed facility location. The map must identify all parcel numbers, street names, and surrounding properties subject to public notification.

Ownership and Occupant List Requirements:
A certified list of property owners and occupants within the 300-foot radius must be submitted. The list must include the names, mailing addresses, and ZIP codes of all affected property owners and occupants, including resident managers of any multi-family dwelling units. Information must be based on the most recent Los Angeles County Assessor’s Roll.

Mailing Labels:
Two (2) sets of self-adhesive mailing labels must be provided for all property owners and occupants listed. Each label must clearly identify the name, address, city, state, and ZIP code of each owner or tenant within the 300-foot radius. Labels must correspond exactly with the certified property owners list and be formatted to the City’s specifications.

Certified Public Notice Requirements:
Applicants must submit proof of public notice in compliance with Signal Hill Municipal Code 12.21.060.D and SWF Policy Section B.a.8. Notices must include the project description, photo simulations, applicant contact details, and a statement that the approval authority will act on the application without a hearing but will accept written public comments. The deadline for comment submission must be at least 30 days after mailing.

Certified Affidavit:
A notarized affidavit must be completed confirming that notice of the proposed SWF installation was mailed to all property owners and occupants within the 300-foot radius. Proof of mailing and a copy of the public notice letter must be attached to the affidavit.
