Confirmed with Planning Manager Bill Rodrigues, the city of Laguna Beach is now requiring the list preparer (Express Mapping is a list preparer) to mail out the postcard notice. Our pricing includes the Radius Map, Mailing List (300ft or 500ft), 100' Tenant when applicable, printing of the postcard, drop off to post office, receipt and the signed affidavit. A receipt is generated when you place the order, you can immediately send that to your planner. We will also send an email to the city (on the day you place the order), confirming that we have received the order. All rush orders/same day can be accomodated.

Full Description from the city package (City of Laguna Beach)

Below is the procedure we follow:

  1. Applicant will contact the company of their choice (ex. Express Mapping) and provide that company with their project address and pre-pay for the service.
  2. The applicant will provide us with a receipt of payment for your services. Express Mapping provides the receipt to you once you place your order.
  3. One week prior to the mail date, the city emails Express Mapping the template, the date that the notice must be mailed by, and any additional interested parties that must be noticed.
  4. Express mapping will print, address, stamp, and mail the postcards.
  5. Express Mapping will email the City of Laguna Beach and the applicant a copy of the recipient list and some sort of affidavit that the notices have been mailed by the specified date.

Conditional Use Permit

Submit an address list and radius map (8 1⁄2 x 11 paper) of all property owners within a 300 foot radius of the subject property, and for all tenants or residents within 100 feet of the subject property. The address list of labels must be in a 3-across by 10-down formation on an 8 1⁄2 x 11 paper and include the assessor’s parcel number on each address. The list must be compiled by a professional listing company, utilizing the latest equalized County Tax Assessors’ rolls. A certification letter, signed by a representative of the listing company and attesting to the accuracy of the address list, must be submitted. 

Variance:

Noticing requirements: Provide a mailing list of property owners within 300’ of the subject property and for tenants and residents within 100’ of the subject property, radius maps for variance and design review applications. LISTS MUST BE OBTAINED THROUGH AN APPROVED OWNERSHIP LISTING COMPANY.

Hedge Height:

A radius map identifying the location of the claimants property to show that the vegetation owner's property lines within 100 feet of the claimants property. A public noticing list for all property owners within a 100-foot radius of the vegetation owner's property.
The list shall be compiled from the latest equalized assessment rolls and submitted to the city directly from a professional listing company. Note as of 10/15/2024 - the city requires in addition to the 100' radius map, a full 300' package as well for hedge height applications.

Q & A:

1) Can you do my job today? The city says we need this NOW. Yes, we can accomodate all rush orders. Once the order is placed online, we will immediately email the city to request your mailing postcard.

2) Do I need a neighborhood meeting mailing? 

A neighborhood meeting is required by Code for all applications that are subject to the City's Design Review application process.  There are two types of Design Review:  projects subject to Design Review Board approval and projects subject to Administrative Design Review approval where the project is decided by the Director of Community Development or designee.  

Early Neighborhood Communication

Early Neighbor Communication. The applicant shall communicate with owners of property within 300 feet of the applicant's property notifying them of the proposed project. Such communication should take place prior to deciding on a final design to help resolve potential conflicts. Communication efforts shall include notification mailed to all property owners within 300 feet of the applicant's property. The noticing must be prepared and mailed by a professional listing service. Certification to the accuracy, completeness of the list, and date the notice was mailed is required to be provided by the company, along with a copy of the materials sent. Early neighbor communication must be completed prior to being scheduled for a hearing date. The following information shall be included in the early neighbor notification notice: applicant contact information, project location, project description, and design review process details.


3) What is the process and who will be notified?

Mailing of Public Hearing Notices. Except as noted below, all public hearing notices shall be sent by mail not less than ten calendar days prior to the date of the public hearing. Administrative design review public hearing notices shall be sent by mail not less than fourteen calendar days prior to the date of the public hearing. Design review public hearing notices shall be sent by mail not less than twenty-one calendar days prior to the date of the public hearing. Public hearing notices shall be mailed to:

(1) The project applicant;

(2) The property owner or the owner's duly authorized agent;

(3) Each property owner located within three hundred feet of the property line of the project site. The list of property owners shall be obtained from the latest equalized Orange County assessment roll and may include any subsequent ownership changes recorded with the county;

(4) Each apartment and commercial tenant located within the project site or one hundred feet of the property line of the project site;

(5) All homeowners' and master community associations governing property within three hundred feet of the property line of the project site;

(6) Any person or organization that has filed within six months prior to the public hearing a written request for public notice;

(7) The California Coastal Commission when processing a coastal development permit or local coastal program amendment;

(8) Any adjacent city or county jurisdiction that may be affected by the proposed project;

(9) Any local agency or district (such as water, sewer or school) that may be affected by the proposed project.

If the number of owners to whom public notice would be mailed is greater than one thousand then, in-lieu of mailed public notice, the city may provide public notice by placing a display advertisement of at least one-eighth page size in a newspaper of general circulation within the city at least ten calendar days prior to the hearing. The city's failure to provide notice as described in this section shall not be grounds for invalidation of any permit decision, provided that for projects requiring a coastal development permit, the city has completely complied with all notification procedures as required in Section 25.07.014. A failure to comply with the noticing requirements in Section 25.07.014 may delay the finality of the city's decision on a coastal development permit application.
