Effective November 10, 2023, The City of Oakland requires the applicant to be responsible for the notification of projects. Express Mapping is an approved vendor for the city. We can prepare the radius map, mailing list and mailing. Mailings quotes are sent with each job at completion. The $395 includes the radius map & mailing list data. The mailing fee is separate, the quote will be emailed to you with the radius map & mailing list files. If you would like a custom quote to include both the data & mailing, please email, call or use the chat button and we can send a quote for both services combined.

USPS owner and occupant mailing for Regular Design Review, Variances, Conditional Use Permits, and Planned Unit Developments (including Final Development Permits) only: In compliance with the updated Planning Code effective October 30, 2023 and revised on January 16, 2024, the Applicant is now responsible for delivering the staff provided public notice to USPS owners1 and occupants located within 300 feet of the property lines (property edges) of the affected site. If there is more than one parcel in the project, it should be measured from the furthermost edges of all of the parcels involved. This USPS owner and occupant list shall be generated by a third party.
USPS owner mailings for Tentative Parcel Map, Tentative Tract Maps and Creek Permits only: The Applicant is now responsible for delivering the staff provided public notice (Attachment 1) to USPS owners2 located within 300 feet of the property lines (property edges) of the affected site. If there is more than one parcel in the project, it should be measured from the furthermost edges of all of the parcels involved). This USPS owner list shall be generated by a third party.

Also by 4:00 p.m. on Friday, the Applicant must provide the case planner with the 300’ radius map which was used to identify the USPS addresses AND evidence of one of the following:
Mail Service: Evidence of mail service conducting mailing (receipt and affidavit of mailing with addresses). For Regular Design Review, Variances, Conditional Use Permits, and Planned Unit Developments (including Final Development Permits), owner and occupant addresses.
Evidence should be provided in a single electronic file, if possible, that includes a facsimile of:
•Public notice;
•300’ Radius Map
•Mailing list; and
•Evidence of mailing (as described above).
