City of San Marino Neighbohood Notification Process, revised February 2024. 

Product Includes:

  • Express Mappping can mail certified mail letters to adjacent and abutting owners. Pricing is dependent on how many letters need to be mailed. Commercial owners must be notified by certified mail. Residential owners can be contacted in person as an alternative.
  • Two certified mail letters will be sent for each property/residence as required. Letters will be sent one week apart as required for Minor Design Review and two weeks apart for Major Design Review.
  • Mail receipts will be provided for city documentation. Express Mapping will also fill out the Neighborhood Notification Declaration.
  • City of San Marino will provide the Applicant with the address list. You can foward the list to us at orders@expressmapping.com and we can provide a quote based on your count to mail out the certified letters. 
  • We can also prepare the stamped envelopes for the mailing of the public hearing notices. 
  • Service starts at $125. We charge $15 per certified letter.

Neighborhood Notification Process:
The City of San Marino requires a Neighborhood Notification Process for all projects involving design review. Applicants must contact surrounding property owners to notify them of proposed work and collect their feedback prior to public hearings. This process ensures that nearby residents have an opportunity to comment on projects before they are reviewed by the City.

500′ Radius Map (Neighborhood Definition):
The legal neighborhood includes the two properties on each side of the subject lot, all properties directly behind, and properties across the street within the same frontage distance. For lots on a cul-de-sac, the neighborhood also includes adjoining parcels to the rear and three properties extending from each side of the lot.

Ownership List Requirements:
City staff provides a map identifying all properties within the legal neighborhood boundary. The applicant must prepare a list containing the names and mailing addresses of the identified property owners and residents. This list is used for mail notification and public record tracking.

Mailing Labels:
Applicants must submit one set of mailing labels and corresponding stamped, addressed envelopes for every address on the city-provided list. Addresses must be typed, include any properties outside city limits, and exclude a return address. Certified mail receipts for each address must be attached as proof of delivery.

Certified Mail Attempts:
Applicants must complete two certified mail attempts per residence or commercial property. Each mailing must include a project explanation letter, one copy of the architectural plans (minimum 11” × 17”), and a blank Neighborhood Input Letter. The second attempt must occur after one week for minor design reviews or two weeks for major projects.

Certified Property Owners List Affidavit:
Applicants must sign and date the Neighborhood Notification Declaration form certifying that two certified mail attempts were made for each property. Copies of postmarked certified mail receipts must be attached to confirm delivery compliance with the City of San Marino requirements.
